What to do?

Today I decided to test my o2 sensors on my 1996 chevy k1500 to my knowledge the o2 sensors have never been replaced. I used my Haynes manual to test one of the sensors. It was supposed to have between .1 and .9 volts however I could only get .01-.06 I had my volt meter set to 20 and I also tried the mili volts and came out with the same numbers. I then tried unplugging the sensor and testing off the prongs that matched the two wires and came with the same numbers.

 

Also, I have a scan guage two that can tell me what the o2 sensors are reading and all the sensors seem to me all over the place. I do know that my bank1 cat is coming apart.

 

The truck seems to run pretty good for the most part there does seem to be a slight struggle going from say 55 to 65mph or on a hill it kills my mileage down to about 8 mpg but its a hill but on the low end it seems fine and has tons of power and regular driving I can get 16-19 mpg.

 

What are your thoughts?

 

And I also do not have a check engine light or any stored codes.
