Any metal that is not painted, or sealed with something will begin rusting the instant it is exposed to water based moisture and air(standard everyday regular air). Unlike most other types of oxidizing metals, iron oxide does not become a sealant or slow down the progression of oxidizing.

If you can rub the rust and get it too pretty much wipe off without leaving any large pitting, it can be pretty much halted.

BTW, check out the underside of just about any new vehicle sitting on the car lot. Even the expensive ones will have some rust coloured stuff showing(even the alloy cars will have it, there must be some iron somewhere).

New England? Yep - totally normal, especially if the previous owner commuted on any one of the major highways in MA. They dump more salt than any place on earth ....

 

My '07 had rust front to back in '08!
