09 1500 surging

truck surges between 1000-2000 rpm driving down road. anything over and its fine. no check engine light and will do it when in tow haul also if it shifts to top gear. feels like it keeps shifting from 6th to 5th all the time

no it doesn't do it going from 8 to 4 and back again

the tach will bounce from 1200-1800 then back to 12 and up again. if i get it to downshift it won't do it. only when cruising at the low rpms in top gear

Is this a new to you truck? Could be that its going in and out of v4 mode. If you have a driver info center push the button until it shows v8 / v4 mode and see if it changes with your surge.
