Tahoe bumper valance

I saw on a different forum the other day where someone put a Tahoe bumper valance with fog light holes in it on their pickup. I really like the look a lot and I have been trying to figure out a way to add some fog lights. My only problem is I would like to keep my tow hooks too but I'm not real sure how to go about doing that. I wouldn't mind the rings like what this person did. Here is a link to it thanks!
