03 silverado gauges dont work

I'm having issues with the gauges on my instrument cluster. They bounce when they get power, but that's it. The back lights are on and the normal service lights come for a split second followed by the check engine light. I have resoldered the connections on the circuit board and checked all of the fuses. Could it be a ground or do I just need a new circuit board? This one was put in in 2005 with 30k miles. Thanks
