[help] 2010 Silverado 1500 won't start; is leaking something

Specs:

2010 Silverado 1500 WT

4.3L V6

 

About three days ago my truck started turning over much more slowly. I had never had a problem with it before. Yesterday it turned over slow and wouldn't start. Now it doesn't even turn all the way over.

 

I suspected the battery was just old. I got my roommate to give me a jump, and it started, but still turned over slowly. All the lights still worked. I got under the hood to check the specs to replace the battery and noticed black stuff all over some tubes running from the back of the fan. I don't know what these tubes are, or what's coming out of them. It doesn't smell. There's a small puddle of it on the skid plate.

So, what exactly is leaking? If I replace my battery and get the truck to start, is it safe to drive it to the shop, or could I damage the vehicle? I noticed some pawprints in the dust on top of the air intake. I suspect a neighborhood cat jumped up to take a nap under my hood and knocked something loose.

I've attached pictures for reference, I can't seem to find out what any of these parts do.
