I had this problem when I replaced the 4L60E trans in my 96 chevy silverado k1500. I just kept moving the gear shifter through all the gears to get the fluid flowing through and adventually (after about 20 min) it engaged

Just had my 4l80e rebuilt in my 2500hd same thing happened when rebuilding these Transmission checking the pressure valve in the pump is a key thing to do. What's happening with yours is your getting excessive drain back from your torque converter through that valve in the pump. Superior Transmission makes a shift kit with this valve and several others, boost value, etc. It cost me 65$ for the HD 4l80e in my 2002 Silverado. There is also a update to the pump.valve body plate and housing involved in this kit did it to mine shifts like a champ.

So why was it rebuilt? To help narrow it down to either an electrical issue (not likely) or mechanical issue, unplug the round connector on the right side of the trans case (this is the main harness for the trans). Attempt to drive fowards. If all is well internally, it will move forwards, albeit extremely labored as it will be taking off in 3rd (default for limp mode/ loss of power).
