power steering issue 99 silveado 1500

I just bought a 99 chevy silverado 1500 and it has no power steering. I checked for leaks and none were found, no noise coming from the pump, no metal shavings in the fluid, and hoses are stiff. Im at a loss im not sure what this issue is. could it be clogged? if so how to test. is the gear box bad? if so how do i test. any input is appricated.
