4x4 hubs won't engage.. transfer case engages front drive shaft

1986 G30 converted to a 4x4.  K30 front end.  4wd engages front drive shaft, drive shaft spins but hubs wont engage/lock.  No power to front wheels.. Help!

Are these the automatic hubs, or a manual lock?

I'm assuming they are auto because the OP thinks they should engage themselves.  First step would be to get out and manually engage the hubs.  Not sure on a 1 ton from '86 but my '82 had "auto locking hubs" that you could still manual engage and disengage from outside the truck.
