Possible paint problems?

Anyone know how to get these things out. There's several spots that look like this except lighter on my truck. I'm not sure what the issue is but they don't seem to come out to normal scrubbing. 

 

Its like scratches or brush stroke type things. The biggest one is the one along this door but there are a couple other spots that have that appearance.

Almost looks like someone used an abrasive scrub pad to remove something on the paint. How does that area of paint feel compared to other areas?

The clearcoat on these trucks is very soft  so if a rough cloth or  chamois was used   Or any rubbing like an air hose etc it will leave scratches like that  Iam constantly buffing mine out

It feels the same as the other areas that are clear. I've got some deep scratches elsewhere that I can clip a nail on but washes and everything don't seem to work. It's almost like it's beneath the paint

Old truck. 3 years old as of 7 days ago. Been there for a while, a couple more have shown up. And no don't hand wash. Mostly due to laziness and partially due to vegas heat in the summer. I barely actually wash it especially when i had a wrecked bumper. Didn't want to damage something else if i brought it through a mechanical wash. I get swirls are normal but these are quite a bit worse than swirls.
