Power Steering - Still Bad After Bleeding

I purchased a new power steering pump for my 94 GMC Sierra, 4 WD, 5.7L. My steering was still bad when I installed it so I bled the hoses. When I have the pickup jacked up, I can steer easily with my fingers. But when I tighten the hose, then take it on a test drive the steering is still hard. Is it my bleeding technique, or my pump, or other? What is my remedy?

I believe the way you purge the air out of the system is by turning the steering wheel from lock to lock several times while the engine is running.

I've done that. The steering is easy while the pickup is jacked up. I can steer it with a finger. But once it is on the ground again it is hard to steer again. Is this a two-man job. Do I need someone to close the hose while the vehicle is being steered all the way on either side? I have been doing it by myself, jumping out of the pickup and tightening the hose.

Do you have the shop manual for the truck? If not, google "power steering bleeding". You should find plenty of illustrated instructions how to do it properly.
