Nasty Shimmy

hello all, i have 1991 gmc 2500 SLE, and absolutely love it. however in the last few months i have had an issue with a shimmy when i slowly accelerate into the 40-50 mph region. when i romp on it isn't present though. it has caused my passenger side front tire to go completely bald on the outboard side.

 

a friend of mine said it was my ball joint but there's no gap and no play. i thought it may have been a broken or lose tie-rod or steering issue, but upon inspection i couldn't find anything that might have caused this issue.
