You could get an HD with factory 20's starting in 2009 if I remember right.   Tire weight has little effect on mpg. Once something is in motion it remains in motion. Been more than a few years sinc

20 inch wheels should be fine as long as you stick with the OEM size 275/55r20 but seeing  as you have a 2" lift you could probably even go up to a 275/60r20 which would be roughly 33" tall.
