2007 Silverado Trailer Light wiring

I am looking for information about the wiring on my 2007 silverado. I have lost my parking lights on my trailer so I have been trouble shooting and found that I am only getting 2.5 volts to the connector. I am also seeing a short to the frame ground (200Kohm) I started tracing wiring ( I travel gravel roads daily so I am looking for damage) I found a junction box ? on the frame between the box and frame above the gas tank where the wiring passes thru is this a splice point ? connector in there that could be bad ? it will be alot of work to get to it. Ideas ?
