Power Towing Mirrow Issues

So I just recently bought some new power towing mirrors for my 2008 Sierra, and when I installed them I found out that they blew my fuse (2 amp) so I switched it out with a 10 amp it blew that too and finally got them to stop blowing up when I put in a 15 amp. The issue I'm having now is both mirrors will adjust up, left and right but not down. I already put in a new switch and checked for a pinch wires, and I'm running out of ideas on why they will not adjust down? I know it's not the mirrors because when I try to put my the old mirrors back on they wouldn't adjust down either. Any advices?

first rule of thumb; if the fuse blows after installing new parts, do not just use a bigger fuse, unless electrical fires are your kind of a fun day.... if the mirrors take 15 amps to move there is a problem, probably in the cheap chinese mirror. return them and get a different brand.
