You can still access it. It's a little tight, but doable.

Is there a way to secure the liner?  I want to make yanking that thing out as hard as possible.

Is this console the same shape and size for the 2019 Canyons?  What is the model of the vault?

Yes it will fit. I took it out of my 2017 Colorado and it fits my 2019 Canyon just fine. Part Number: 1068
