For the Costco Auto Holiday Sales Event you had to be a member (either membership type) on or before Oct 1 (and continuing through purchase) and purchase your vehicle between Oct 2. and Jan 2.  They have other promotions year-round though.

I was only a Gold Star (basic) member and when calling the program rep regarding the offer they suggested I pay the $25 prorated membership upgrade fee so that I would receive the $700 cash card instead of the $300.
