Fuel Pressure Regulator?

What should happen if you pinch the vacuum hose to the regulator, should the truck change idle?

I had a tech tell me that even though there was no fuel in the vac hose, you can check if its bad by pinching the vac hose, and the truck should rev up alittle if it's good. Is this true, because my truck doesn't do anything when I pinched the vac hose, but I'm having starting issues also.

My friend's 2000 is having starting trouble after the truck is warm, when it is cold it is fine. My friend that works in the service depart. at the dealership said to pull the vacuum line and if the end is wet the regulator is bad. It was so looks like we will be replacing the regulator monday. He said he replaced 7 at the dealership last week.
