Pwr Str Pressure Line Removal

I am having issues removing the PS Pump side of my pressure line. This is on a '97 K1500 with conventional power steering pump. This side of the pressure line goes into the Variable Assist Steering Actuator. But this actuator swivels when i try to undo the pressure line. I can not get enough room to hold this actuator in place and undo the pressure line. 

 

In the picture below, the red arrow points to the piece that swings around on me, and the blue arrow points to the pressure line connection
