Grille bolts?

I had to replace my power steering cooler. Took the plastic cover off under the hood and then the 4 bolts that attach to top. All 4 bolts snapped off. I am going to drill them out and replace them, but I can’t seem to find what size they are and I only have 4 heads. 
 

Anybody know or is there a better way than drilling them out?
