2003 Silverado Trailer Brake Fuse Box Wiring

I am installing a brake controller/7 way plug for my 2003 Silverado. I was expecting to find two red wires which one would go on each of the posts. I was also expecting to find two blue wires which I would plug together. I only found one red wire and one blue wire. See pics. Any ideas? Thanks!
