Cluster Voltage Varying but new ac Delco battery & alt.

My dashboard volt meter will lower when the fan is switched to high. Also a low battery start engine comes on after 30 seconds with the key on and not the motor. With a new battery and alternator both ac delco for my 2010 Chev 4x4 LTZ. The battery charges continuously at the same rate 15 volts. Has anyone had this problem?

The cluster voltage varying is normal
The voltage drop when ac on max is normal
Idk about the ‘start vehicle battery low’ message get a meter and check your battery voltage when that comes on see if it’s correct
