Engine sputters when stopping

When I come to a stop the engine sputters (like it wants to die) for 1/2 a second. The funny thing it only does it with 3/4 to a full tank of gas. Is this a sign of a weak fuel pump? I have a 98 2500, 350 vortec with 77,000 miles. I changed the fuel filter and it still does it.
