I thought this was a issue to untill the service manager found the correct way to hang it.The strap was not designed to hang on the hook, the cap itself is while a idiotic design it does work that way.

It's true that on those, the way you hang the cap was to put the lip of the cap on that hook, not by looping the tether over it. Still, I guess there were enough complaints about it that they decided to make it work the way that seems obvious.

Thanks Tech from me too....how about this last one? TSB 03-08-62-003B ...air hole rust in bumper

There are some pictures in this TSB, but they don't transfer over on a cut and paste...

2003-2004 Chevrolet Silverado

This bulletin is being revised to change model year information. Please discard Corporate Bulletin Number 03-08-62-003A (Section 08 -- Body and Accessories).

Condition

Some customers may comment that the front bumper is rusting around the air flow holes or the license plate holes.

Cause

The lack of chrome on the sharp edge of the bumper around the air flow holes and license plate holes may cause this condition. Refer to the illustration above.

Correction

Raise the vehicle to a good working height.

Clean any rust film off the bumper.

With a small fine flat file, file down the INSIDE edge of the bumper at a 10 degree angle (Just break the edge). Refer to the illustration above. A half round file will be needed for the curved area of the bumper.

Using 6.35 mm (1/4 in) fine line tape, run a clean line 1.6 mm (1/16 in) out from the edge that was just filed. Refer to the illustration above.

Wipe clean with an alcohol-based cleaner.

File the license plate holes at this time.

Wipe clean with an alcohol-based cleaner.

Tape around the outboard edge of the license plate holes.

Apply the Vinyl Etch Primer and allow to dry making sure that the filed edge has been covered.

Apply the Epoxy Primer and allow to dry.

Apply a single-stage black paint over the primer.

Remove the tape after the paint cures and clean any paint that may have wicked under the tape.

I thought TSBs were only covered by GM if the vehicle is still covered under warranty?

Are you saying they will pay for this fix even if you are outside of your warranty?

What years are having trouble with this? My 2000 is just fine.

Correct. A TSB doesn't imply there is an extension of the warranty. If you're out of warranty, this would normally not be covered. If you have a good dealer you work with, they may do it as a "goodwill" repair, but they have limitations. At most, we can approve this for 2/24 beyond the 3/36. Beyond that, it would require approval by the area rep.

The model years this applies to is listed right in the TSB I posted.
