Dim the lights while driving

Hi all!! I just picked up a 2018 GMC Sierra 1500 and am still learning all the features of this truck. One thing I am finding difficult to figure out is how to dim the lights when you are driving. And I don't mean going from high beams to low beams. I mean turn off the main lights and just have the running lights on. This is a courtesy thing when driving through any checkpoint where there are guards. (Helps them keep their eye sight) Seems that just turning the knob to the off position does not turn them off while driving. (Does work while parked.) Any suggestions? I have attached a pic of the light knob. -
I am having a problem with the back lights. Mostly, they are very dim. The problem gets worse with the headlights on. I took apart the back lights and all of the bulbs seem to be working with no filaments shorting each other out etc. Any ideas on how I can find the source of the problem? I read somewhere that maybe there is a bad ground, and to try creating a better ground in the area of the back lights. But, I don't know how to know which wire or wires to the back lights would be the ground wire(s). All ideas welcome. Thanks.

Periodically my 05 Silverado flashes a red battery warning light and a "Service Charging System" warning displays. The voltage then begins to fluctuate maybe 2-3 volts over and under 14v. Lights dim and brighten. Then warnings shut off and all is back to normal. This happens at least once a day or so for about a year. Hasn't gotten worse....any idea what problem is?
