Sounds to me it is in auto 4X4 or 4 high. one way to tell is jack up both axles, nothing touching ground and put in drive, if a front wheel is spinning its probably stuck in 4wd. Does the 99 have thermal actuator? Maybe someone bypassed actuator and put in one of those lock out pins, or did this just start happening?
Im thinking something with ABS module, it controls brake pressure to different wheels. Have you had ABS scanned? Think you have to have a special code reader for that a regular obd2 doesn't check that.

I think it does affect it. Especially with heart rate and breathing. If you're drinking a lot of caffeine or smoking a lot it can affect how you can control your breathing to squeeze of rounds and hold on target.
