    I filed a claim with the NHTSA for this. Having brakes disabled because of this is a major safety issue and I had some rough stops with my 5th wheel behind me. I encourage everyone else to do this. The claim number I filed is 11532550. Disconnecting my solar panels did resolve my issue fully for now.
