Steve841 is right. It's not just a matter of weight on the trailer, but also where that weight is positioned. It's tough to tell from a single photo, and without knowing the center of gravity of your boat, but it looks like most of the load is forward of the trailer's axles. This will cause the excess tongue weight. The fix could be as simple as extending the bow block assembly, resulting in the boat sitting farther back on the trailer.
