I finally got it to start. It was a mix of a few issues. The frame ground was in bad shape so I ran a new one and cleaned up the area to get a good connection then covered it in rust reformer then bed liner to keep it as clean as possible. The other ground I found that looked suspect was on the frame toward the back of the truck near the bed. I did the same. After pulling the fuse box out from the engine bay I found a couple of wires that looked like at some point mice may have got ahold of it. That was an easy fix. After that i was able to get control power and was able to trace down a few more connections going to the other fuse panels in the cab. After that it finally started up and runs. It sounds like an angry school bus which I can work with. No OBD2 codes, but I think since its set for a long time I should pull the turbo and get it rebuilt or swapped out, but for now im good to go. Thanks for all the advice. It got me on the right track.
