Failed annual inspection because "CHECK ENGINE BULB DOES NOT WORK". I showed the tech that it does in fact work.
The tech showed me his test, he:
1. put the key in
2. turn key to ACC - everything lit up, as expected
3. turned the truck on - CEL turned off, as expected
4. turn key to OFF - truck turns off, all lights as well
5. turn key to ACC - no CEL light
And this is why it failed inspection.
There are no codes in the computer, so there is no reason for CEL to be on or not work. The bulb is fine too. It's just how it operates.
I tried a few scenarios myself and it appears you have to pull the key out for at least 10 seconds before putting it back in to see the normal behavior. (CEL turning on, staying on and then going off when truck turns on.)
Their expectation is that no matter what, the CEL should always come on when you turn the key to ACC.
I'm wondering if this 10 second cool down is a known issue with these old computers. You have to pull the key out long enough for it to shutdown or whatever it does before it can reinitialize.
