When I got my truck from the dealer I could open the inner tailgate first and then open the outer tailgate…in fact the salesperson said that was the preferred method. But now the inner gate won’t open unless the main gate is open.

I just bought a 2021 3500 HD and I am having the same problem, but only on the driver’s side. I wonder if it is a plastic gear that has some teeth worn off?
