Blower Motor And Rear Seat Belt Issues

I have a 2008 Avalanche 2wd and we had a terrible Ice storm in Ohio a week ago and I let the Avalache run for about an hour to help melt the 3/4" of Ice and the next day I went out and started the vehicle and the blower motor would not come on. This vehicle faces up hill in the driveway. I took it to the dealership they put it inside and let everything thaw out and the blower motor started working. They said they have no idea why it did this. I also asked since the blower motor switch was in the on position and the motor wasn't turning, did that do any damage that may occur or show up later to the blower motor, they said they didn't think so but wasn;t for sure. Does any one have any idea on this?

Also I took the Avalanche in a month ago for the rear seat belts cutting the interior trim panel and found out that the mounting place up top for the chest restraint is not properly loicated to come out of the hole in the trim panel so everytime my daughter gets in and my grand children, it rubs and eventually cuts the trim panel. I feel like this is a defect and the service tech also felt the same way but he checked it against a brand new Avalanche and it was doing the same thing. I also feel in time I will have to replace the trim panels myself since my 36,000 mile warranty is up and it might even ruin the seat belt chest restrain by rubbing it. Can anyone help me on this as I have complained to GM about this and they tell me they will get back with me and no one has and we do not have a lemon law in Ohio.

This vehicle has 36,920 miles on it.
