Fog Lights Not Working.

The Fog Lights don't work on my 2008 Sierra. The fuse is good. There is a block in the fuse panel for them but I don't know what it is. What is this block with 4 prongs and can I test it with a multimeter?

thats a relay, just swap it with one that looks the same to test, just double check what you're swapping it with. are both your bulbs blown?, is the key on and the highbeams off?
