2005 Silverado Dash Lights Not Working

I posted this in another area but didn't get any replies so hopefully someone here can help.

 

As the topic states the instrument panel illumination lights and HVAC controls illumination lights do not work. I have checked all fuses and the light switch is new. If I understand correctly there is a harness that plugs into the body control module and the brown/white wire goes from this to the light switch rheostat. The same wire goes to the HVAC controls. Should voltage be present or should this wire be grounded? There is also a red wire going from the body control module to the instrument cluster lights. How many volts should be present here? Am I correct so far? Any help is really appreciated.
