hello again

I'm in the prosess of wiring a 87 colum into a 76 truck I can only get one speed hi or low not both my question is is the speed control in the switch or the motor or do I have a bad colum switchor should I find a 87 motor my motor works with the old switch high and low and I can get the washer to work on both switches but not both speeds on the colum switch. I did get the high low beam to work. pretty cut and dry. how can I test the colum switch ? I have meters connectors etc. any I deas? thank you for your Time
