Gmc 1996 Sierra 1500 Dash Cluster Issue.

I have a 1996 Sierra 4spd with a 5.7L. The problem with is that the speedo and tacho and the shift indicator light doen't work and the truck feels sluggish. However on cold mornings it will randomly start working again and the truck really picks up and drive great. But that's a rare occurance. Sometimes whilst driving the shift indicator light will flicker or stay on but the speedo and tach still don't work.

 

Does anyone have any ideas on what it could be? Also all the other gauges oil, fuel, volts, and coolant temp all work fine.
