A few problems with my 99 silverado 4x4 5.3. Any advice appreciated

99 silverado 4x4 reg cab 5.3l I've had the truck two weeks and all these issues were part of the deal

 

Gauge cluster lights not lighting up at night

Battery light comes on when first starting up on message screen

Pass side windows is odd up is down and down is up

Radio cuts on and off unless I remove the power window fuse thing

And I have two random vacuum lines coming from the transmission I don't know where they go. One is plugged up and stops behind the engine and has metal bracket on it and a cap. The other got burnt by the exhaust and went under the trans and up somewhere near pass side I do believe.

That's pretty much all the odd issues

 

had the batt and alt checked there both working perfect and volts stay at 14v charging when driving and sitting idle. These issues are driving me mad I'd gladly pay Someone to help me fix these issue or narrow it down

I also have two relays that are hot at bottom near feet

 

And here is the metal fuse I remove and the rAdio works fine but windows won't roll up or down when I do. I also tap on it and radio cuts off also If I replace with normal fuse it blows after I try the windows for a min
