Signals and Hazards not working

Hi I have a 02 Silverado 1500. All of the sudden both front and rear of driver and passengerside signals stopped working. My hazards stopped as well. I've replaced bulbs and flasher with no luck.

 

When I press the hazard button or signal switch lever the cluster blinks the arrows like it's supposed to. Also I checked the fuses and they are good. I used a test light on the signal fuses under the hood fuse box and the test light blinks on both fuses. Could it be a ground or your thoughts?

 

Headlights work, DRL works and running lights work.
