Electrical issues on 2003 2500hd

I have a 2003 chevy LS 2500hd crew cab and am having electrical issues.  It started out with the trailer lights not working.  Well it seems the trailer plug on the truck was not getting any voltage.  Well after some investigating, we found some ground issues towards the front and we got them fixed.  I am having my dad help work on this and we don't understand something about the fuse box under the hood.  There are 2 poles on the engine side of the fuse box with wires connected to them.  The pole towards the cab has juice to it but the one towards the front does not.  Should the pole towards the front have 12 volts to it when the key is on?  

 

Also which fuses would be connected to the trailer plug?
