Fuel injection system- NBS 3500 Van

Well, today a funny thing happened to my uncle and his new-ish van (not sure what year it is, but the headlight style looks recent), and it is a heavy duty model (8 lug wheels)...Anyways, when he was towing his boat out of the water with it, the engine stopped and wouldn't start up, acted like it was out of gas even though (he claims) he had some gas in there. I had to run out some gas in a container to him, filled the tank up, and then it started up again.

So does it seem like when he was on the ramp, all the fuel just collected at the back of the tank and the pump couldn't inject anymore? The van's running fine now, even though now his boss is pissed at him because it was a work van (had the company signage all over it too).

Seeing the van and the boat on the dock was the funniest thing I'd seen in a while. The boat was halfway in the water and the van was on the ramp with the hood up.

the pickup is toward the front of the tank so if the level is low than it will starve it depending on the angle

The pickup is not towards the front of the tank. It's practically dead center. But it's a long tank so if it was really low on fuel, the angle could have been enough to be a problem.
