Tail Gate Cable Bolt

OK, my 2002 2500HD seems to have rattled one of the tail gate cables loose. I opened my tail gate and the right hand bolt fell to the ground. Close the gate and the nut that is normally attached inside the gate went tumbling to the ground. How the heck do you repair this? The tail gate can't be opened up, correct? Isn't that nut supposed to be welded inside the tail gate or something? Operating with one cable for now, but I need to fix this. I have both parts.

My 99 Sierra did about the same thing. I haven't fixed it yet because my Tonnau cover holds the tailgate up.

Let me clarify, the tailgate stays closed. It is only the cable that supports the tailgate in the down positon that came loose from the tailgate (top portion is still attached to the bed).
