Envoy Warning Chime When Hitting 74 Mph

I have a 2002 Envoy. I had to replace a defective instrument cluster in it awhile back. I think the new cluster I got (off of Ebay) may be from a later model year since the idiot lights are slightly different. None the less, it works fine. The only problem I have encountered since installing it is that now when I reach 74 mph I get a single ding from the warning chime. As long as I stay above 74 mph I hear nothing more. If I slow down below 74 mph and then speed up again I get another ding from the chime as I pass 74 mph. Does anyone have any idea what may be causing this?

Someone else recently posted about the exact same issue and I think the concensus was that it is a cluster intended for use in another country. I've heard that some middle eastern countries require a warning of some sort when a certain speed is reached. Probably trying to keep traffic speed below a certain point.
