Got Fuel? No Start Gmc

I have a 93 GMC Sierra 5.0 TBI. she will not start, cranks fine- with a small prime in throttle body, starts great. When key is in the on position pump runs 3-4 seconds. Checked voltage at pump when cranking 10.8v. but no fuel at start? when engine is running truck works great. Relay? Fuse? does the crank sensor do anything on start? I do have a broken Park Neutral wire would this cause me grief in this area?

I found a chafed wire in the harness, that supplied power to the injectors when the ignition is in the start position.
