Resurfacing Disc Brake Rotors

Hello,

First time poster with a question. I came across a GM Corporate Bulletin Number (it wasn't called a TSB) 00-05-22-002. Can anyone tell me what the difference is between a CBN and a TSB? The CBN says that for 1995-2000 GM auto's and light trucks that the tech should not resurface the rotor during normal pad replacement. So when I brought my '98 Suburban in for state inspection (twice now) the dealer told me that the front 'brakes' need replacing and that they resurfaced the rotors (after the fact). They are still doing that with my wife's '02 Suburban. So should they be cutting the rotors or not?

machining frt rotors should not be machined as part of routine brake maintenance,the smoother the better is recommended,machining only when deep grooves or pulsation during aggresive stops,and measuring of the rotor thickness after maching so as not to go under minimum thickness
