The only street illegal engines I can think of would be ones in areas that have to be tested for smog and don't pass.  Thank goodness in my part of Illinois we don't have to do any of those tests.  Yet another reason why I plan on never moving to CA.

I believe that there is some law in Florida that pertains to a horsepower limit on street motors. I don't know what the limit is or how someone could tell.

Noise can make a motor illegal.

So would a motor that could not run on pump gas. Avgas, nitromethane(yea, right) are not taxed as road fuel.

That is similar to farmers getting farm diesel without road tax and putting it in their pickups.
