99 Silverado Washer Pump Circuit

I have a 1999 Silverado 1500 ext cab (99-02 body style) and the guy I bought it from said the windshield washer switch stopped working, and he installed a switch on the dashboard to activate the pump. I'm pretty sure since the washer switch still activates the wipers, the problem isn't in the switch, but more likely a relay somewhere in the truck. Unfortunately I can't find the relay in question, it's not in any of the three fuse boxes the manual lists. Does anyone know where this relay would be located?

 

From searches on the net I've learned that newer vehicles (03's, etc..) seem to have this relay right next to the horn relay under the hood, but I've got nothing there. There's a space for one, but no metal contacts in the holes for a circuit.

 

Any help, including a wiring diagram, wire colors to look for to wire in a new relay, etc... would be helpful! The stupid button on the dash (it's actually a rocker switch that doesn't return to the off position when you let go) is really annoying and unsafe for constant use while driving!

Ok I took apart the dash to see the wiring that was done on the switch, turns out he actually cut the wire near the base of the steering wheel assembly (right where it pivots for the tilt) and patched in the rocker switch. Any chance the relay is between that point and the original switch on the column?

 

Also since the switch still activates the wiper motor even though the jets don't come on, can i split the wire that sends that signal so that it will also activate the washer pump?
