Gm Regional Rep Or Somewhere Else?

Aside from someone like the GM regional representative, does anyone know where I can get the “hard numbers” for what GM considers an "official" acceptable limit for a given engine variable? For example: The factory service manual states that the LTFT’s should be near 0%, but I want to know the exact and maximum deviations from 0% that GM considers to be working as designed (e.g. +/- 1%, +/-5%, etc.). The local dealership claims that my -10% and -20% values are ok (since no code is being thrown), but I beg to differ. Thanks.

With diablo or a custom tune you could tune that out pretty easy?
