4l60e Downshift Problem

My 1997 Chevy motorhome tranny works fine except the kickdown to lower gears. It downshifts without the throttle being even 1/2. I am out west in mountains and it keeps downshifting until I get to 2nd or 1st gear before I can apply throttle for power. The least incline, and it downshifts from overdrive. Old time mechanic but not too versed with electronic tranny. Can diagnose and have tools if I knew specs and where to start.
