Seatbelt Issues

I own a 1991 Sierra EXT cab. Seatbelt on the driver's side is jammed up. Just the hip belt. I have half the truck ripped apart and I still cant get the seat belt cover off. Im usually good at figuring this stuff out, but Im stuck and frustrated lol.

From what I remember from my old truck, that cover is attached to the retractor from inside/behind, you need to get a giant torx socket and extention and unbolt the whole assembly from the truck before you can get the cover off.
