98 Tahoe Bumper Plastic.

I have a 98 tahoe. The rear bumper has that black plastic peice on top of it. The normal wear has made it look horrible. I got some of this stuff http://www.urethanesupply.com/store3400.php to put on it and it looked absolutely horrible. A month or two later it started flaking off and looked even worse. Is there anything that a majority of you all recommend for me to use. Im gonna have to take off the rear corner pieces also and spray them and the dang rusted wiper arms.
